SEND Reforms

The Children & Families Act 2014 marked the biggest legal change for special educational needs and disability in 30 years. Please click to view the "Look Back" video on the Children & Families Act. The Act also created a new Code of Practice for SEND (0-25). This Code provides guidance to local authorities, clinical commissioning groups, early years providers, schools and colleges in carrying out their duties under part 3 of the Children and Families Act 2014. The availability of the Code, Regulations, and guidance about transitional arrangements has helped local authorities and their partners, early years providers, schools, colleges and those working with children, young people and parents in developing their plans for implementing the reforms since September 2014 onwards. 

We have run several Events and consultations over the past few years in relation to these reforms:

We sit on the Local area SEND Operational Group to inform and monitor local developments in relation to the Children and Families Act. The Local Authority produces ongoing SEND reforms newletters that are all published on the LA SEND Reform Updates webpage. In addition, you can find up to date information in relation to requests for Education, Health and Care Plans, including revised criteria on the LA Statutory Assessment webpage

The reforms also placed a requirement for all Local Authorities to publish a Local Offer that provides information about all local relevant SEND provisions and services.

Schools - SEND Network and SENDCO Forum

We are a part of this network, which primarily consists of School Headteachers, SENDCos and parent Governors. These meetings often include presentations from the LA and other service providers and focuses on the practical issues that arise day to day within schools.


Due to our prior collaborative working agreement with Torbay Parent Partnership Service (the service upon which this service was built upon), we have been involved with this project right from its conception. We held an Event in November 2014 focusing entirely on Information, Advice and Support Services (IASS) including wider PPF membership input into the development of the local IASS (including the independent support (IS) initiative) and the Local Offer for Torbay. We continue to work closely with SENDIASS and are a part of their steering group.

Home to School Transport

Whilst we appreciate that Torbay LA home to school policies appear to be consistent with national Home to school travel and transport guidance we also understand the problems parents  often face in relation to transport. We encourage parents/carers to contact SENDIASS Torbay for advice on how best to argue thier own case in light of the changes.
